What is SECCAP?
The Sindh Electronic Centralized College Admission Program (SECCAP) is the online application system, managed by the Sindh Education and Literacy Department. This helps students who have passed Matriculation (SSC) to submit their applications for 11th class (1st Year) admission in government colleges all over Sindh. The portal is accessible at seccap.dgcs.gos.pk and seccap.com.pk.

Students can access the college allotment result and SECCAP Merit List directly on the portal after completing application form submission. SECCAP Admission 2026-27
Sindh Electronic Centralized College Admission Program (SECCAP) is a science-based system for college admission that was introduced in Sindh to facilitate the process of admissions at colleges. Students can either apply online in a single application form instead of applying to multiple colleges or even choose from many that fall under there preferences. They also prepare the merit lists according to marks, preferences and availability of seats. The centralized system saves time, diminishes errors and aids in ensuring equity for admissions. It is a one-stop solution where students need to log in, submit their documents and check the application status live.

SECCAP system has one of the most competitive ones when it comes to admission in 11th class (First Year). The college commitments for students who passed 10th class exams. The 11th class merit list 2026 will be purely on the basis of matriculation Marks. The top colleges give preference to the highest scoring students, whereas others get a seat on availability basis. As these choices will affect their future career path, students must decide wisely. There is a confirmation process also done by paying fees and documents after the merit list is declared. Eligibility Criteria
Students who clear matriculation (SSC Part II) or an equivalent O-Level examination within 2022 and 2026 are eligible. Candidates should have a domicile of Sindh / PRC and be not Elder than 18 Years Age. Under regular SECCAP admission students who have a gap of more than five years since passing Matric are not eligible.

🚫 Ineligible students: SECCAP doesn't offer admission to the students who failed in more than two subjects in Matric. If a candidate who submitted an application for HSSC (1st Year) before but was unable to confirm their admission need submit his/her cancellation first their previous enrollment from the relevant board of Intermediate and Secondary Education/SECCAP portal when they wants to apply again. Students who did not appear in Matric exam are also disqualified.

Grade-Based & Zone-Based Admission System
SECCAP treats of the academic grade and zone as related in allocating colleges. After high achiever students have been allocated a place, grades are distributed in zone for lower-achieving pupils at all colleges.
A+ & A Grade Students
Open Choice — Any College in Sindh
Students who passed their Class 9th result with A+ or A grade, can apply in to any government college within Karachi and all over Sindh without being limited to residential zone. Which means they are not bound with where they're at.
B, C, D & E Grade Students
Zone-Based — Apply in Own Zone Only
Students scoring B, C, D or E grade should take care to apply in their concerned zone. They will only apply to colleges in their immediate surrounding area. Verify your zone on the portal SECCAP.
ℹ️ your 9th Class result is considered while preparing the grade for zone eligibility. Final 10th class results are still awaited and provisional admission or even a cut-off may be based on 9th class marks itself. Matriculation result declaration confirms final admission.
Provisional Admission (Based on 9th Class Result)
In cases where the SSC (10th class / Matric) result is not declared till SECCAP admissions, students can be provided with provisional admission based on Class 9th results. This is a provisional admission, which gets either verified or revoked when the authentic Matric result appears.

While filling the SECCAP form, enter your roll number for class 9th, which board you passed from and what year did you pass. These marks will be used provisionally by the system.

Your admission will be updated and confirmed after the official Matric result declaring actual 10th class marks.

Your provisional admission may be cancelled if your final Matric marks are much lower than the results you got in 9th class and these fall below the cut-off date. Stay informed via the portal.
SECCAP Admission Phases
SECCAP admissions are in many phases. If there are any seats available after the first round, then the Directorate reopens for admission a second phase known as Phase 2 and at times even a rather dubious separate category referred to by some (at least on Twitter) third-phase entry. There is a separate window and merit list for each phase.

Phase 1 — Main Admission
Primary application window. In this phase most of the seats are filled. Merit list released after 7 days of the last date. Phase 1 should be submitted by all students to maximise chances.
For students who could not take admission in Phase 1 or those allotted no college. Covers remaining vacant seats. Only announced if unfilled seats are available after Phase 1.
The last chance for students, only if they have empty seats in colleges. Deadline typically falls in August. In this phase of the students apply to colleges directly for remaining seats.
⚠️ You are not waiting for Phase two or three. For Colleges and Groups, always apply in Phase 1 to have best selection.
Centralized Admission Policy (CAP)
SECCAP works under the Centralized Admission Policy (CAP) issued by Directorate of Colleges Sindh from Government of Sindh. SECCAP is therefore the only channel, with CAP making it the mandatory for all government colleges in Karachi and Sindh. No direct walk-in applications to a college are permitted at such times when SECCAP admissions open.

How to Apply for SECCAP Admission
It is a simple and all online process. The following steps need to be followed by students. At first, go to the official website of SECCAP Portal and Register yourself by using your credentials. Post registration, login and complete the application form with utmost precision. Give you authentic academic information & then choose the colleges as per your choice. Then, they need to upload the necessary document including mark sheets, photographs and ID details. Finally, once everything is done apply and save a copy. Once you submit, keep checking the portal for updates on merit lists and results.
How to Apply Online — Step by Step

Visit the official portal at seccap.dgcs.gos.pk.

Click "Apply Online" and choose "New Application". In the case academic details — fill 9th class roll number, passing year and name of board to pre-fill this information.

Fill in personal information — Name, Son of/father name and CNIC/B-Form Number/Valid Mobile number & Email address. Recheck all spellings — errors result in validation failure.

Choose your category (Pre-Medical, Pre-Engineering, Commerce, Computer Science and Humanities) and enter and add multiple college preferences in order of preference. The more colleges you apply to, the better your shot.

Documents including certificates are to be uploaded along with a photo. Uploading any blurry or unclear form of documents might lead to rejection.

Please check all the details carefully and submit your form within — July 15, 2026.

Print the confirmation receipt and take a note of your Form Number. It is required to verify status, download merit list results, and for logging in again. Applications will not be considered after the deadline.
Seccap dgcs gos pk Admission Form
A student has to visit official SECCAP portal at seccap.dgcs.gos.pk for 11th class admission 2026. Select your desired group- Pre-Medical, Pre-Engineering and Commerce or any other available then fill the online form with personal and academic details. Fill out the form and upload all your documents then you can proceed to extensively submit your application before SECCAP admissions close. O-Level Students — How to Apply
SECCAP has a special application category for Cambridge O-Level students. O-Level results are given in a letter format i.e. A*, A, B, C… therefore first you need to get an equivalence certificate from the IBCC (Inter Board Committee of Chairmen) having your grades converted into percentage. As per SECCAP, this equivalence certificate is required at the time of form filling.

Get your IBCC equivalence certificate, from Inter Board Committee of Chairmen. This maps your O-Level grades to a comparable percentage from Matric students.

Visit the SECCAP official portal and select "Apply Online — O Level Students" (separate link from the regular application system).

Upload your O-Level result slip, IBCC equivalence certificate, and also all other required documents.

O Level students merit will be calculated based on the IBCC equivalent percentage. The process is the same as Matric students.
⚠️ The processing of the IBCC equivalence certificate may require some additional time. Make sure you apply to IBCC as early as you can, that way you'll never miss the SECCAP deadline.
Quota Seats & Special Categories
SECCAP reserves a fixed share of seats in every college for government-notified categories, allocated separately from the general merit list. A quota seat can only be claimed by submitting the relevant supporting certificate at the time of application.

⚠️ Quota seats are limited in number and admissions under them are directly controlled by the Directorate of Colleges Sindh. Submit a valid, attested copy of the relevant quota certificate with your application.
Tips to Improve Your Admission Chances

Add multiple college preferences. The SECCAP system divides you a good available college from your option checklist, according to marks. The more colleges you add, the better your chances of getting a seat.

Don't list only top colleges. If your marks are good but not exceptional, have some mid-range colleges on the list. If you only choose colleges with the most competition, there may be no allocation.

Apply early in Phase 1. Do not just wait for the final day. You can rectify mistakes and availability of the system if you submit early.

Proofread everything. Incorrect spelling of your name, fathers name and CNIC can prevent verification causing a delay or rejection in the delivery date.

Upload clear, high-quality scans. Document scans that are blurry or dark often cause forms to be rejected. You scan, or use a good camera under proper lighting.

Use a valid, active mobile number. OTP verification sent to your mobile number registered with this account. Keep the number active during all processes being an important issue in notifications from admission.
Common Mistakes to Avoid

Spelling errors in personal details — Even a small typo in your name, father's name and an entry of CNIC/B-Form can be the reason for being rejected or face validation errors during merit verification.
❌
Selecting only one or two top colleges — In other words, if you only apply to the most competitive schools on your group and don't achieve their cut-off in marks for a programme? No allotment. Keep 5–8 College Preference Minimum.
❌
Uploading poor-quality document scans — Blurred, unclear or cropped copies of certificate/photograph is one of the biggest reasons for rejection. Check if the image is clear, always before uploading.
❌
Missing the claim window — The Claim Form opens 24 hours after the merit list result (July 22, 2026), i.e. from July 23, 2026. Many students miss it. Do a test of the result and if there is any issue, submit a claim as soon as the window opens.
❌
Not completing admission formalities after allotment — A college allotment does not guarantee you a seat. You will also have to go through the admission process at that college, and this needs be done within a time-frame set by the college; otherwise you may lose your seat in an auto-generated manner.

Not cancelling previous HSSC enrollment — If you have already been admitted to some 1st year in any college, there is cancellation of that admission should be processed from the board and SECCAP before re-applying. If you fail to do this, there will be rejection.

SECCAP Merit List 2026-27
The merit list is an important part of the admission process. Generally, various merit lists are released giving students an opportunity to get admission. On being unsuccessful in the 1st list a student can wait for next lists. The SECCAP Result 2026 will be released for the admission to college officially after being available on this portal of both streams (seccap.dgcs.gos.pk). SECCAP Result 2026-27
One of the most anticipated moments for students is the Result Announcement. The SECCAP publishes the results in a phased way after submitting applications. These results decide if the student is selected in their choice of college. The Candidates will be able to check their results through roll number or registration details on the official portal. The result consists of comprehensive details which includes secured marks, opted university and associated stream (Science, Commerce, Arts etc.). 🎓 Claim Form 2026
In case of allocation to the wrong college or if your name is not there in the list, you have to fill a Claim Form. The claim window opens 24 hours after the result — i.e. from July 23, 2026 (result announced July 22, 2026). All you require is your Form Number, CNIC and a reason.

What to Do After College Allotment
To begin with, getting an allotment in a college does not guarantee you admission just because your name is listed on the merit list by SECCAP. You need to complete the below steps within mentioned deadline — else your seat will be automatically cancelled.
Verify your college, group and shift on the SECCAP portal with CNIC or form number.
Download and Print Placement / Allotment slip through portal. This is your admission letter, officially.
Deposit the required admission processing fee in defined Sindh Bank branches in Karachi by using challan generated through SECCAP system.
All original documents with the fee receipt and prepared to visit your allotted college. Finish admission process in Physical within due date.
Once confirmed, download your Digital College ID Card from the SECCAP portal. Use it for college entry and library access.

SECCAP Digital College ID Card
You will be able to download your SECCAP Digital College ID Card online only if you have got seat through the SECCAP 2026 process. This digital ID acts like a formal proof that you have been offered admission in a government college in Karachi. You would require it for your orientation, on the first day of college and also while applying at any point in time such as making corrections related to admissions through the SECCAP help desk.

🚨 Seat Cancellation Warning: Those students whose name is there in the merit list should appear for admission formalities within the specified time. If you do not, your seat will be canceled automatically and the same should go to a deserving candidate.
Admission Fee & Bank Payment
Once you get your college allotment, you have to pay the admission processing fee. You have the ability to pay your fee at selected Sindh Bank branches throughout Karachi using an official challan generated through SECCAP.
ℹ️ The amount of fee is issued by the Directorate of Colleges Sindh and depends on each academic year. Post your allotment generate the fee challan and then go to portal for payments. Retain the fee receipt, as it is your proof of payment and take with you when you go to college for admission procedures.
SECCAP Online Attendance
Through attendance feature in SECCAP portal, students can check their record of attended classes at the college they got admission. There are individual colleges in Sindh which runs this system and it has nothing to do with the admission process. Once admission is confirmed, it can be accessed via the portal by students.
Expected Cut-Off Marks 2026
SECCAP cut off 2026 is the minimum aggregate marks as well percentage required to take admission in colleges and study groups like Pre-Medical, Engineering and Commerce through SECCAP system of Karachi. The final merit for each college is calculated based on the number of candidates applied and available seats. SECCAP admission 2026–27 will open on June 1, 2026.
What is the last date to submit the SECCAP form? +
The last date for submitting the online form is July 15, 2026. Applications must be received no later than this date.

Visit seccap.dgcs.gos.pk, and select check status, enter your Form Number or Matric Roll number Or CNIC/B-Form. The status is updated within 24–48 hours after submission.
When is the SECCAP Merit List / Result 2026 announced? +
The SECCAP merit list is expected on July 22, 2026, once the form submission process is closed on July 15, 2026.
What if my name is not in the SECCAP merit list? +
The SECCAP Claim Form is accessible from the official portal and you can raise a correction request. The claim window opens 24 hours after the result — since the result is announced on July 22, 2026, the Claim Form will be available from July 23, 2026. Do not miss this window.
Can I download my SECCAP Digital College ID Card? +
Yes. The digital ID card is released on the official portal only post admission confirmation. Enter your form or roll number to download and print it.
Can O-Level students apply through SECCAP? +
Yes. O-Level students apply under a different section. In order to get your O-Level grades converted into percentage, you need an IBCC equivalence certificate. Go to the portal, click "Apply Online (For O Level Students)" and start applying.
What groups are available under SECCAP? +
SECCAP has Pre-Medical, Pre-Engineering, Commerce, Computer Science and Humanities groups available for both male and female students. Home Economics is available for female students only.
Is SECCAP mandatory for government college admission in Karachi? +
Yes. As per the Centralized Admission Policy (CAP), SECCAP is compulsory to get access for admissions in government colleges of Karachi and other cities of Sindh. During the SECCAP window Colleges do not accept walk-in applications.
Can A-grade students apply to any college in Karachi? +
Yes. All those students who secured A+ or A grade in their 9th class result can apply to any college in Karachi regardless of zone. Students obtaining grades of B, C, D or E must apply in their own zone.
What happens if I fail to complete admission formalities after allotment? +
Your seat will be automatically cancelled if you do not go to your allotted college and complete the admission formalities within the given deadline. The seat will then be given to the next eligible candidate from the merit list. Never delay your action after you check the allotment result.
Can I re-apply through SECCAP if I was previously enrolled in 1st year? +
Yes, but first cancel your previous HSSC registration (e.g. BSEK) from the respective board and also remove it on SECCAP before you submit any new application. Applying without prior cancellation will result in rejection.
Are there multiple phases of SECCAP admission? +
Yes. SECCAP admissions take place in Phase 1, Phase 2 & Phase 3. Phase 1 is the main round and includes the vast majority of seats. Phase 2 and Phase 3 are commenced only if colleges don't fill their seats after Phase 1. Always apply in Phase 1 for the best shot.
Where do I pay the SECCAP admission fee? +
Once your allotment is confirmed, the fee can be submitted in various Sindh Bank branches by using a challan created automatically through the SECCAP portal. Retain the payment challan receipt as proof of your transaction.
